Preheat oven to 425° and grease a large baking sheet with cooking spray. Place flour, eggs, and panko in three separate shallow bowls. Add Parmesan to panko and stir to combine. Season flour with salt and pepper.
Working one at a time, roll Brussels first in flour, then egg, then panko. Dip Brussels in egg and then panko one more time. Place on prepared baking sheet.
Bake until Brussels are fork tender and golden, 20 minutes.
Turn oven to broil. In a small bowl, combine buffalo sauce and melted butter. Toss Brussels sprouts in buffalo sauce and return to baking sheet. Broil until sauce thickens, about 5 minutes.
